Director of Residential and Day Habilitation Services

POSITION:  Director of Residential and Day Habilitation Services

DUTIES AND RESPONSIBILITIES:    The Director of Residential and Day Habilitation Services is responsible for the ongoing administration and oversight of all aspects of assigned residential homes, residential and Day habilitation planning and Medicaid billing. The Director of Residential and Day Habilitation Services will insure that quality services are being provided and that there is ongoing growth and development in the program.   This positionís specific duties and responsibilities include, but are not limited to the subsequent items, and are characterized in the following five standards of performance, defined as below:

I.    JOB KNOWLEDGE

  • Responsible for ensuring and monitoring adherence to all NYS OPWDD and Waiver regulations.
  • Provide administrative oversight of all day-to-day operations of assigned residential homes that may include the IRA Program, Supervised Living and Apartments, Supportive Apartments, ISS, respite services, Day Habilitation, etc.
  • Create and maintain a stable workforce, including provision of oversight to the recruitment, hiring, supervision, and evaluation processes for direct care employees
  • Develop, recommend and implement new systems and programs designed to meet resident and agency needs
  • Participate in program development including the establishment of annual programmatic goals and objectives and aid in the completion of CONís for new development
  • Evaluate each assigned residence and coordinate admissions/discharges and provision of respite services to meet the needs of the residents and residences
  • Assist in maintaining the Residential Services Manual to be consistent with OPWDD regulations and agency policy
  • Maintain responsibility and oversight of residential and day habilitation planning, documentation and billing, ensuring timely and accurate submission of Medicaid billing information
  • Review and/or approve staff time cards, time sheets, leave requests and overtime
  • Complete and/or review staff performance evaluations (6 month and annual) within required agency timeframes
  • Directly supervise assigned staff
  • Prepare and/or maintain adherence to the approved budget for related agency programs
  • Act as role model to consumers and staff
  • Any additional duties as assigned

II.   TEAMWORK

  • Represent Residential and Day Habilitation Services on committees and boards in the community at large
  • Coordinate with the Chief Human Resources Officer and Program/Residence Manager with regard to hiring for vacancies and/or terminating staff
  • Provide coverage for assigned Program/Residence Managers as required
  • Provide coverage for other Directors of Residential and Day Habilitation as required
  • Encourage and maintain a positive working relationship with all departments in the agency, parents, staff, consumer and community partners
  • Facilitate and manage personnel issues as well as parental grievances
  • Encourage and maintain a positive working relationship with all departments in the agency, staff, residents, families, board committees, and community partners
  • Communicate all health, safety, consumer and/or program concerns, sensitive situations and incidents to supervisor
  • Attend and participate in all required and/or requested departmental or agency meetings

III. DOCUMENTATION

  • Assist in creation of annual goals and objectives for Residential and Day Habilitation Services Department
  • Complete annual written program evaluations reflecting progress on annual goals and objectives
  • Complete supervisory investigation and/or administrative review of assigned incident reports and generate appropriate recommendations
  • Complete and/or approve required documentation in conformance with rules, regulations, policies and procedures and billing practices
  • Perform documentation reviews to ensure records are maintained in conformance with rules, regulations, policies, procedures and billing practices

IV. COMPLIANCE & ACCOUNTABILITY

  • Complete audits of residential and day habilitation and billing documentation and develop corrective action steps as necessary
  • Oversee and assist in the development of Plans of Corrective Action (POCA) that result from NYS OPWDD investigations and ensure their implementation in assigned residences
  • Provide administrative oversight to ensure programmatic compliances with all applicable regulations, Medicaid requirements, and agency policies
  • Participate in and provide coverage for agency on-call system
  • Identify and report any untoward incidents
  • Identify, report and/or correct all safety hazards including physical plant problems and/or problem work practices and assist with investigating all work-related accidents as requested
  • Participate in any investigations as required
  • Comply with all State and Federal regulations along with agency policies and practices

V.  TRAINING & DEVELOPMENT

  • Ensure employees receive the required agency and/or state mandated training (First Aid, CPR, SCIP, etc.)
  • Obtain and maintain required training certifications that may include: First Aid, CPR, SCIP, and Medication Certification
  • Develop, coordinate and provide staff and resident training
  • Attend all required training, staff development programs and staff/agency meetings as required by the agency and/or State and Federal regulations
  • Attend at least sixteen (16 ) additional hours of agency approved training in a related topic that is above and beyond the required agency training

SPECIAL REQUIREMENTS:

Possess good interpersonal, written, oral, and communication abilities and effective time management/organizational skills

Provide supervision and training when required, which includes non-business hours

Must be able to provide on-call coverage as needed during non-business hours, including holidays and weekends

Must have previous supervisory/administrative/management experience

Able to work scheduled hours that may include mandatory overtime, weekend and/or holiday timeframes. Also maintain an acceptable work attendance as defined in the agencyís personnel policy manual and handbook.

Be computer literate with knowledge in agency operating systems and applicable software required for department needs.

Able to generate and present comprehensive written reports and respond to questions about the report.

Demonstrate sound judgment in normal work and emergency situations

Must physically be able to perform required certifications and lift twenty-five (25) pounds

Possess a valid driverís license acceptable to the agencyís insurance carrier

QUALIFICATIONS:

A Masters Degree in Human Services field plus three (3) years experience in an administrative or supervisory capacity

A Bachelorís Degree in Human Service field plus five (5) years experience in an administrative or supervisory capacity
